Duane "Dog the Bounty Hunter" Chapman arrested for jumping bail!
Max Factor heir Andrew LusterOn June 18, 2003, Duane "Dog the Bounty Hunter" Chapman captured Max Factor cosmetics heir Andrew Luster. Luster had fled to Puerto Vallarta, Mexico skipping out on $1 Million U.S. bail. This capture made Duane Chapman famous and led to the A&E reality TV show Dog the Bounty Hunter. Prior to his capture, Andrew Luster was convicted in-absentia on 86 charges of drugging three females with the date rape drug GHB and of then sexually assaulting them. This conviction led to a prison sentence of 124 years. Bounty Hunting in MexicoU.S. Federal Marshals arrested Duane Chapman, his son Leland, and his "blood brother" [no actual relation] Tim Chapman for allegedly jumping bail in Mexico in relation to this incident. Bounty Hunting is illegal in Mexico without prior written permission from local Law Enforcement. Unlawful detention and deprivation of freedom were the charges brought against the Chapmans at the time of the capture as a result. Released on $1500 bail each, they were not to leave Jalisco, Mexico until trial. With the statute of limitations about to run out, Mexican authorities asked the U.S. Federal Marshals to arrest them to extradite them back to Mexico from Hawaii where they could face up to four years in prison. Appeals Court RulingsU.S. courts released Duane "Dog the Bounty Hunter" Chapman, Leland Chapman, and Tim Chapman on bail pending an extradition hearing. Their lawyer argued that with three TV shows airing weekly on A&E they were not at risk of flight, and could not remain anonymous or disappear for very long. Believing this to be true, and wishing to investigate further, the Appeals Court in Guadalajara, Mexico granted an order to halt all criminal cases including the extradition proceedings pending further evidence and testimony against the Chapmans. The Appeals Court Judge also authorized by Court Order the removal of Duane "Dog the Bounty Hunter" Chapman's electronic monitoring ankle bracelet put there to ensure that he did not leave the country pending his previously upcoming trial. MexicoAccording to Dog the Bounty Hunter, he had a local Police Officer with him at the time he captured Andrew Luster, so he thought he was okay under Mexican law. As well, Duane Chapman stated that an unidentified Mexican Attorney advised him not to return back to Mexican Court after he and his associates posted bond.
